Town halls draw qu questions Fred Troxell, D-1st. District, and Joselyn Whitticker, D-At-large, organized the meetings to allow the public to ask questions, especially ahead of the 2013 budget hearings. Though all council members were invited, only Paul Thompson, D-At-large, attended one of the meetings.

In the past month, the council and city administration have engaged in a debate about the often-contentious course of recent public meetings. Troxell and Whitticker, as well as some members of the public, have asked pointed questions about city workings. Some council members and administration members have expressed a desire for more civil and orderly meetings and have accused Troxell and Whitticker of playing politics. During the last council meeting, President Don Batchelor announced he would reorganize council committees and direct more discussion toward them, a move Troxell and Whitticker said was made to stifle questions from being asked. Troxell and Whitticker had two meetings on Wednesday one in the morning and the other in the afternoon which they said would gather questions and concerns from the public that have been unaddressed.
